This means that any occupied territory should have something worth attacking (and defending) by a small group, outside of the big battles that characterise changing of territory ownership.
Which leads us to farms and fields and bandits, you get the picture.
Fields are installations which passively generate resources, and are razed to the ground when raiders come. An example in Legion might be some kind of biomass silo that produces autotrophs for sale each day. Enemy forces can't realistically steal vats of low-value materials unless they have a fleet of trucks, but they can drop some remote explosives into the vats and blow holes in the bottom so it all leaks out.
Farms are installations which provide an active income stream, and tend to be the targets of theft rather than destruction when raided. An example in Legion might be a surveillance drone that legionnaires can use to find salvage spots hidden to others, but when hacked by enemy forces, will reveal those locations to them instead (and valuable electronics can be stolen from its inner workings)
Overlaying this back and forth raiding are the larger installations that transfer district control when captured. These installations are the ones we're familiar with from Dust, with timers etc etc etc.
And in my mind all of these small scale anonymous raiding actions should lead to a greater level of district wide destabilisation that eventually allows outside corporations to attack and attempt to wrest control of the district away from the traditional owners.
I dislike the idea of constantly seeing battle be clone attrition, but if instead both sides were taking actions against one another...
Side A raiding anonymously and stealing from Farms and burning Fields.
Side B attempting to identify their attackers and counter the raids to stabilise their districts even fighting over 2-3 districts would feel like a war or conflict, where you campaign against your opposition before forcing them into a climactic battle.
